VILLAGE  BOARD PROCEEDINGS

    NOVEMBER 14, 2007

The Chairman and Board of Trustees of the Village of Stapleton held their regular meeting on Wednesday, November 14, 2007 at the Village Hall. Legal notice of the regular meeting was published in the Stapleton Enterprise as provided by law.

The regular meeting was called to order at 7:30 p.m. by Chairman, Brad Osnes with trustees Bryan Rooney, Dan Beckius, Gil Johnson, and Ivan Schacher in attendance. . Also present were Clerk, Liz Johnsen and Maintenance, Mark Frey;

Chairman Osnes stated to all person in attendance that a copy of the Open Meeting Law was posted on the wall for all to see.

Beckius moved to approve the minutes of the regular October meeting as presented. Seconded by G. Johnson. Approved 5-0.

Treasurers report: Balance on hand : $60,487.32 General CD - $7,969.97; Water Savings - $1,122.36; Water Tank Savings - $1,455.06; Water CD - $12,897.93; Water CD - $11,424.25; Water CD $7,754.41: Water Tank CD $15,508.85, Water CD - $5,575.10, Water Tank CD - $6,075.10, Community Improvement CD - $7,075.04. Income for October -22,844.53; Expenses - $24,850.24. G. Johnson moved to approve treasurers report. Seconded by Schacher . Approved 5-0.

Rooney moved to approve the claims as presented. Seconded by G. Johnson. Approved 5-0.

G. Johnson presented the police report in the absence of Sheriff Cook who was on a call and unable to attend.

G. Johnson moved to approve the 2nd reading of the ATV ordinance. Seconded by Rooney. Approved 5-0.

G. Johnson moved to not proceed with zoning due to cost and attorneys advice. Seconded by Schacher. Approved 5-0.

Beckius moved to proceed with a community survey conducted by WCNDD. Seconded by G. Johnson. Approved 5-0.

G. Johnson moved to approve the transfer of $500.00 per month from the Solid Waste Fund to the General Fund for reimbursement of the purchase of a roll off box out of the General Fund until such time as completely paid back. Seconded by Beckius.

Approved 5-0.

G. Johnsen moved to complete the necessary survey by DEQ for state revolving funds needs. Seconded by Schacher. Approved 5-0.

G. Johnsen moved to complete the necessary public water needs survey put out by Dept. of Health. Seconded by Schacher. Approved 5-0.

G. Johnson moved to approve the verification of Street Superintendent Don Thompson for 2007 service. Seconded by Rooney. Approved 5-0.

Having received a letter from the State Dept. of Roads concerning the old state building, Beckius moved to send a letter to them telling them the Village is interested in purchasing the property at the proposed cost of $20,000.00. Seconded by G. Johnson. Approved 5-0.

Discussed complaint letters received. The Board asked Clerk Johnsen to send the offending parties letters asking for compliance and contact Attorney Clerk concerning the old Masonic building on Main Street and give him copy of the complaint.

Discussed contracting with Synex for oil changes, etc. for the new tractor at a cost of $300.00 for a period of 10 years or 10,000 hrs. Tabled until next month.

Discussed changing the roll of fees to include monthly rental. Tabled until next month.

Osnes reported on the Lexington Landfill meeting.

Chairman Osnes asked Clerk Johnsen if she would have the agenda ready 2 weeks in advance for next months meeting which includes the annual resolutions and appointments.

Maintenance report was approved as presented. Frey reported that there has been people using the dumpster who are not paying customers. Clerk Johnson was asked to contact them. Reported that problem sewer lines are being cleaned.

Meeting adjourned by Chairman Osnes at 8:45 p.m. Next meeting - December 12, 2007.

The Village of Stapleton began in 1912 when the Union Pacific Railroad built its spur line into the county.  Today, the nearest railroad line is located in North Platte, NE.   Incorporated on January 30, 1913.  The city were defined limits by a city ordinance passed by the first Board of  Trustees.   These corporate limits have been changed several times over the years.

        Stapleton was named for Daniel C. Stapleton a Foreign Service Officer and later an Ambassador for the United States.    Stapleton along with Col. O'Neill was instrumental in bring the Augustine Priests for Equador to Stapleton.  These Priests established the St. John's Catholic Church in Stapleton.

        All records show that Stapleton was a typical rough frontier town.   Today Stapleton is the county seat and an incorporated village.   Gandy is located 3 1/2 miles east of Stapleton and is the only other community in Logan County.   Gandy has a population of approximately 50 .

        According to records, Gandy was the original county seat but it was later moved to Stapleton in 1930.   There were many hard feelings, since as well as losing the courthouse, Gandy would also be losing the county high school.   The county offices were spread out amongst a number of buildings until the purchase of the Nicholas Hotel shortly thereafter.   In 1962, the Logan County Courthouse burned one cold winter March night.   The county offices were again spread out among the various buildings in Stapleton that had spaces open to use until a new building was built on the old site in 1964.

        There is a k-12 school in Stapleton which served not only Logan County but also parts of Lincoln and McPherson Counties.   The population of Stapleton as of the last census is 301 and the county's population is 774

        Logan County was formed by an act of the Nebraska Legislature in 1885, but prior to that time was a part of Custer County.  The County was named after Major General John Alexander Logan, for Illinois.   After the Civil War, Logan helped organize the Grand Army of the Republic and is credited with naming May 30, 1868 as the first Memorial Day. 

        The first settlers in Logan County were the Pawnee Indians, the most advanced of all tribes in Nebraska, who farmed the land and built permanent homes.
